State Mold Licensing: Which States Actually Require It

Lists of which states license mould professionals circulate widely and contradict each other. Several of the most-shared versions are wrong. We checked each claim against the state’s own statute, regulation or agency page, and the corrections are more interesting than the list.

The corrections

These are the states most commonly listed incorrectly. Each correction below rests on the state’s own statute, regulation or agency page.

Why the published lists are wrong

Most circulating lists are maintained by training vendors, whose commercial interest runs towards more states appearing to require credentials. They also tend to be written once and never revisited, so repeals and terminations never propagate. Programmes that were enacted but never funded are the most common error, because the enabling statute is real and easy to find while the absence of implementing rules is not.

Asbestos works differently

Where mould licensing is patchy, asbestos is close to universal. Under the federal AHERA framework and its model accreditation plan, states either run an approved accreditation programme or federal requirements apply. EPA state asbestos contacts maintains a contact for every state. So for asbestos the useful question is not whether a state regulates it but which agency does, and that varies widely between health, environment, labour and professional licensing departments.

Questions people actually ask

Do you need a license for mold remediation?

It depends entirely on the state, and on less states than commonly claimed. Florida, Texas, New York and Louisiana regulate it directly. Many states do not regulate mould work at all, and several that appear on published lists have repealed or never implemented their programmes.

Which states require mold certification?

Florida, Texas, New York and Louisiana have direct programmes. New Hampshire requires a private third-party certification for residential mould assessment without issuing a state credential. Kentucky imposes conduct standards without licensing.

Does Virginia license mold remediators?

No. The mould regulations were repealed. The relevant board covers asbestos, lead and home inspectors.

Is mold remediation regulated federally?

No. There is no federal mould licensing scheme and no federal permissible exposure limit for mould. The EPA publishes guidance, and regulation, where it exists, is at state level.
